This is Counter Terrorist Unit for the United States Government.

Situated in the north of Los Angeles, the CTU is one of many units throughout the United States established to deal with the mounting threat of domestic and international terrorism. Through the use of surveillance techniques, intelligence gathering and specially trained agents, programmers and military personnel the CTU is the first line of defence against potential threats to the lives of prominent political and high-profile individuals.
