The seeds of the current discontent about immigration were planted in 1986, when Congress granted amnesty to 3 million illegal immigrants. Congress also approved sanctions on employers who knowingly hired illegal immigrants, but the law was never widely enforced.

Now, the illegal immigrant population is about four times larger, with immigrants settling in states as scattered as North Carolina, Iowa, Oregon and Virginia, far from the traditional concentrations in Texas, California, New York and Illinois. Of the undocumented immigrants who have been here less than 10 years, at least four out of five are from Mexico, according to the Pew Hispanic Center.
