(41) Disabily activists who worked very hard on the legislation were Justin Dart, Jr. and Ed Roberts. They are both deceased. This is great legislation, but businesses do not respect it or abide by it, code enforcemnt officials and police do not enforce it. I have seen police park in handicapped spaces when there were other places to park and it was not an emergency situation. People park where they wish who have no parking permits. Expired permits, permits from a deceased person or someone elses permit are used by people without a disability and nothing is done about it.
